crush CLI — `~` expansion strips Windows backslashes from hook paths

On Windows, crush's hook-runner expands `~` to `$HOME`, MSYS converts the Unix-style path back to `C:\Users\...`, and the bundled mvdan/sh POSIX emulator then unescapes the backslashes (`\U`, `\j`) before bash ever sees them. Hook paths arrive mangled as `C:Usersjrnew/.config/crush/hooks/...` and silently exit 127.

crush CLI — skills_paths config silently ignored on Windows

crush v0.85.0's `skills_paths` config option and two of four documented default paths are silently never scanned on Windows. Only `~/.claude/skills/` and `~/.agents/skills/` get walked. Filed with 6-test repro, source-code trace, and DevSec framing.
